Internet is sold to a place rather than to a person: a fibre plan exists only if somebody already laid fibre down that street. So this asks the one question the rest of the platform never has to — can it be delivered here — and refuses to take the order until the answer is yes. Where a partner publishes a qualification API, the address is checked while the customer waits. Where they do not, the order is placed and stays visibly unsent until a person has checked, because a line sold to an address that cannot have one is a customer who cancelled their old provider for nothing.
